Bill has been playing this variation for a long time, since (and before) 1991 infact! He was, quite rightly, very proud when Gary Lane included it in his new book 'Prepare to Attack!' and then wrote about it in one of his articles on Chess Cafe ( http://www.chesscafe.com/text/lane146.pdf - it's towards the end of the article). Gary included an annotated version of, perhaps, the variation's finest outing, to date.
There has been a further development. I quote from the latest edition of the BCCA Correspondence Chess magazine; from the section announcing the openings for the 'Selected Openings Tournament'. After giving the opening moves of the Gambit the controller of the tournament writes;' Black offers two pawns. This is named after the club that a Sheffield player I know belongs to. I believe he currently is the only man brave enough to try it...You will be fortunate if you find any analysis of this line anywhere, so you are on your own (though for a small fee I can give you the address of the player who invented it!)' I think we should all enter the tournament!
